Is Public Expenditure Management Sufficient for Sustainable Fiscal Discipline?

In Odisha, the government has made continuous efforts to achieve the objectives of public expenditure management in view of the inherent deficiency of tax capacity to meet the rising public expenditure. Given the necessity of such an expenditure for ensuring the provision of basic facilities for citizens, it needs to be managed well to ensure efficiency, stability and development. Analysing fiscal discipline and strategic prioritisation of public expenditure using secondary data from 1980–81 to 2018–19, and the operational efficiency of public expenditure using primary data about the construction of check dams, it is found that fiscal discipline in Odisha is unsustainable due to lack of strategic prioritisation and operational inefficiency.

Over-indebtedness and Its Drivers among Microfinance Borrowers in India

In microfinance markets worldwide, over-indebtedness among borrowers and households has emerged as an important concern. Over-indebtedness, measured in terms of sacrifices made by households, is high in both rural and urban India. Factors statistically significant in explaining over-indebtedness are the borrower’s age and financial literacy; the household’s entrepreneurial activity, income level, and spatial location; and the proportion of dependent members in a household.

Resolving the Mahanadi Water Conflict

To chalk out the future course of action in view of the disputes regarding the use of Mahanadi river water, a well-rounded strategy that includes both the people and policymakers is needed. The strategy must allow for dialogue by rebuilding trust and should look at arbitration and negotiation as methods of conflict resolution. It is necessary to evolve a strategy that optimises the rational usage of Mahanadi water to benefit people from both Chhattisgarh and Odisha, coupled with the implementation of a multi-stakeholder forum that finds peaceful solutions and minimises areas of contention in a negotiable and consensual manner.
