Enabling the Great Goan Land Grab

The Goa Requisition and Acquisition of Property Bill, 2017 and the Goa Compensation to the Project Affected Persons and Vesting of Land in the Government Bill, 2017 are the latest additions to the state government’s arsenal of legal tools to facilitate acquisition and conversion of land within the state, while insulating itself from any consequence of “environmental justice.” This follows a national trend of deploying legal language and institutions to support an aggressive approach towards appropriation of land assets.

 

Dynamics of a Working Democracy

Examining the micro politics of a single constituency, this study tries to explore the relationship between the empirical and the theoretical in a working democracy. By detailing the dynamics of electoral and party politics in the context of a constituency which suffers from a "development deficit", the study examines the place of political leaders, party strategy, political ideology, political rhetoric, youth participation, voter loyalty, identity mobilisation, etc, in the democratic process. To engage with these issues of democracy-in-practice the study has chosen to look in detail at the case of political nomadism (defections) in the constituency and to see how both, the political institutions set up to regulate it and the political calculus of parties, have responded to such behaviour. By using an ethnographic approach and an attitudinal survey, the study raises questions related to representation, institutional regulation, and the tension between act and rule utilitarianism in a working democracy for the public discourse in India.

Goa : Fractured Mandate

Goa, with only two parliamentary constituencies, divided its favours equally between the two main alliances in the 2004 elections. Though, and as previous trends also bear out, voting in Goa has generally been along community lines, this time other factors were at play too. Both constituencies showed widely varying patterns as regards campaign practices adopted by the contesting parties and also in terms of voter preferences. In North Goa, the anti-incumbency factor did not work against the sitting BJP MP, whereas in South Goa, the Congress was assisted to power by a united NCP-Congress campaign and by the church's appeals to the electorate.
