Some Methodological Issues in India’s SDG Index Report 2019

The second edition (2019) of the Sustainable Development Goals Index India Report released by the NITI Aayog is an enhanced version that builds on the baseline report of 2018. However, the second edition could not address the methodological issues sufficiently. The justifications and coverage on several aspects, such as proxy indicator identification, target setting, state categorisation, imputation of indicators, data gaps are found to be weak. This commentary highlights some of the problems identified in the report and suggests possible solutions, which can bring more credibility and statistical acceptance to the future SDG index reports.

Effective Tax Rates for Indian Companies Post-liberalisation

This article studies the effective tax rate for Indian companies from 1990 to 2010, covering the period just before liberalisation of the economy and tax reforms in 1991 and later. It examines the effect of a declining corporate tax rate on the gap between book profit and taxable profit. A narrowing gap between statutory tax rates and effective tax rates after liberalisation indicates increased voluntary compliance.

Telecom Equipment Industry: Challenges and Prospects

This article deals with the major challenges faced by India's telecom equipment manufacturing sector, which lags behind telecom services. Only 35% of the total demand for telecom equipment in the country is met by domestic production. This is not favourable to long-term sustained growth of the telecom sector. The country is also far behind in R&D spending when compared to other leading countries. India needs to see an increase in R&D investment, industry-academia-government partnership, better quality doctoral education and incentives to entrepreneurs for start-ups in telecom equipment manufacturing.
