Colombia: Another Chile, Argentina?
Rosemary AMERICANS are very familiar with Madison Avenue's stereotype of Juan Valdez, the hardy Andean Mountain coffeegrower, carefully selecting his beans for export to the United States. They know by ill repute his counterpart in the semi-arid low-lying plains of the Guajira supplying the well known Colombian gold on contract. Yet, beyond these stereotypes Colombia remains a mystery. And that is the way the government of President Julio Cesar Turbay Ayala would prefer it to be. For behind the smile of the proud Juan and the lucrative harvests of dreams and behind the facade of civilian government, dubbed by President Carter as a bastion of civil rights, lies the bloodied baton of military rule. For over twenty years, Colombia has been under the classically Latin American state of seige.
