Muslim Communalism Romesh Tapar THE clashes in Moradabad and the communal repercussions in various cities in the North, have sent shock waves through the system. The stereotyped reactions of 'government circles' about conspiracies and the communal monster are I hope, only for public consumption. The story that is emerging is very much more complex and sinister, revealing a carefully co-ordinated attempt perhaps to use communalism as a weapon in the negotiations on 'foreigners' in the North- East. That the clashes were engineered is quite clear to any independent observer.
