This article attempts to understand institutional racism in the British police and analyse the political reasons why the British police modelled on the concept of acting with the consent of the community, catering to its needs and aspirations has failed to do so. The current reforms of the police establishment to sensitise the force to race-related issues are examined posing the question: Can police reforms be achieved without being accompanied by a social transformation?
