It has half the country's mineral resources, two big steel plants and several engineering and cement factories. Yet its per capita income is Rs 402 (1969-70 figure), the lowest in the country. Two-thirds of the state's 60 million people live below the poverty line. The stranglehold of feudalism on Bihar's people is revealed by the fact that even though 90 per cent of them subsist on agriculture, Bihar is deficit in foodgrains.
