A response to “Measuring Access, Quality and Relevance in Higher Education” by Pankaj Mittal et al (EPW, 13 June 2020) discusses the inadequacy of eligible enrolment ratio as an indicator to measure the access to higher education by raising the question of social determinants of the criteria of measurement.
