A study to analyse the impact of a hike in user charge for healthcare services, and its subsequent withdrawal, in Kerala shows that a mere increase in the charge to generate resources does not achieve the goal of providing free medical care for the poor while charging the non-poor. Proper guidelines and an efficient system need to be put in place to identify poor patients.
