While population control in India has involved specific styles of official thinking and various shades of the "rationality" of planning, we must not ignore the ways in which they are negotiated and engaged by various sections and groups of the population, especially the poor. It is within this constellation of powers and people that the "sterilisation camp" emerged to be a form of governmental site.
