A Big Pay-off for BJP’s Aggressive Campaign in Jharkhand

The success of the Bharatiya Janata Party in Jharkhand in the 2019 Lok Sabha elections was enabled by the popularity of Narendra Modi as the prime ministerial candidate, people’s perception of the BJP being the saviour of the nation, and a sense of satisfaction with the performance of its government at the centre. However, most of these factors will not be able to mobilise the voters in favour of the party in the forthcoming assembly elections.

Why are politicians and bureaucrats in Jharkhand uninterested in spending central development funds even when the state is so backward? And why are they not apprehensive about what this would do to their electoral fortunes? The Madhu Koda case supplies the answers. The ruling elite relies on a share of the rents or super profits from issuing licences for the state's massive mineral resources. And the vote-gathering system is largely based on kinship and community ties, rather than on interest groups demanding various benefits.

While the BJP was victorious in terms of the seats won in the 2009 Lok Sabha elections in Jharkhand, its vote share was less than in 2004. The Congress and the Jharkhand Mukti Morcha, separately or together, however, seem incapable of winning the state and the entry of Babulal Marandi's Jan Vikash Morcha has further fragmented the political scene. With a Lokniti-Centre for the Study of Developing Societies survey revealing that respondents find the BJP best placed to handle the state's issues but rate Marandi, who has split from the BJP, as the best choice for the chief minister, the forthcoming assembly elections promise to be interesting.

Development and Deprivation of Scheduled Tribes

This paper presents estimates of the human development index, human poverty index and gender development index for the scheduled tribes in India. The HDI and HPI for STs are found to be around 30 per cent lower than the corresponding all-India indices. In an international comparison, development and deprivation among the STs of India are similar to that in the poorer countries of sub-Saharan Africa.

The breakdown of the BJP's alliance with state-level parties, combined with a general dissatisfaction with the performance of the party's government in the state, contributed to its electoral defeat. At the same time, the formidable alliance lined up by the Congress with the JMM, RJD and CPI enabled the emergence of a significant social coalition which swept the polls in Jharkhand
