Future of Indian Shipping H M Trivedi AT the beginning of almost every Five- Year Plan, we try and determine the tonnage target for Indian shipping. For a country which owns less than 1 per cent of world tonnage, definition of a tonnage target is no more than a reflection of the limitation of financial resources available for, expansion. It is determined also on a hypothetical basis of participating upto self-imposed limits in the carriage of general cargoes, bulk cargoes and POL. This is a process which stands on its own.
