the Central Budget alone is of the order of Rs 220 crores. The States are expected to make a big effort to raise additional resources. Even after taking into account additional Central assistance of Rs 65 crores for their Plans and the additional Rs 43 crores by way of their share of the new taxation in the Central Budget, the States will have to raise a minimum of Rs 100 crores by way of taxation. There is nothing to suggest that the States are either able or willing to make such an effort. .__ Further, though Central assistance to the State Plans would appear to have been increased compared to last year, the overall flow of financial resources from the Centre to the States does not show much improvement The States' share of tax revenues will undoubtedly go up considerably
