Can the government quite simply by putting the stamp on a document make it 'secret' and 'confidential' and make itself immune to any question or enquiry on how or why a particular decision (especially on a major project) was taken? Is it not more important from the point of view of public interest and accountability 'that government first confirm or deny the authenticity of the information that is supposed to have been leaked out and then give a convincing explanation of its decision or decisions?
