Industrial estates were established in the early decades after independence as nurturing locations for small industries. With the provision of basic infrastructure it was envisaged that the small and tiny entrepreneurs would be able to run successful units and provide local employment. A study of one such industrial estate in Uttaranchal reveals instead a high rate of sickness.
