Measuring Industrial Growth A Researcher's Point of View Badsha Basu 1 HAVE before me a copy each of the "Economic Survey, 1986-87" and Press Note No T-11014/1/86-ISD (IIP) of the government of India on the revised index of industrial production with 1980-81 as base year. As a statistician-cum-researcher 1 am rather baffled by the figures furnished by the same government in these two documents, For example, we find that the industrial growth rate according to the existing series (base 1970) has been 5.4 per cent, 6.8 per cent and 6.3 per cent respectively during the "Economic Survey", whereas the same
