Fiscal Decentralisation and Finances of Gram Panchayats and Municipalities

Based on a sample of 56 gram panchayats and 14 municipalities, it is concluded that the fiscal decentralisation implemented in Kerala is partial. In the case of intergovernmental fiscal transfers through state finance commissions, there has been delayed implementation of SFC reports, rejection of devolution recommendations, implementation of very few recommendations and non-implementation of accepted recommendations indicating a distorted implementation of fiscal decentralisation. The United Arab Emirates once formed a principal destination for Indian emigrants in search of jobs. But the fear of a rapid demographic imbalance has prompted a policy shift - 'emiritisation' - which has led to a decline in numbers of unskilled and skilled emigrant workers from India. This article examines the state of Indian emigrant labour to the UAE, the structure and conditions of employment.

Urban Unemployment in Kerala

This study examines the incidence, type and characteristics of urban employment in Kerala's second largest city, and to offer some clues to explain the high rate of joblessness. According to the results of a sample survey, the urbanisation of Kochi has been associated with a process of casualisation of labour, and failure to generate rapid growth of regular employment in the modern organised sector. Besides, joblessness is found to be basically a problem of educated youth, leading to their migration to other parts of India and abroad in search of employment.

Exodus of Gulf Emigrants

It is estimated that more than 10 lakh emigrants are likely to return to Kerala between 1998 and 2002. Such a large return of emigrants will have severe socio-economic implications for this state. This study, based on Varkala town in Kerala, focuses on the problems that arise with this return of emigrants and suggests relevant policy measures.

But, on the other hand, the Gulf remittances have also pushed up prices of land, construction material, consumer foods and charges on health, education and transport, adversely affecting non-migrant households belonging to poor, middle class and fixed income groups.
