It has been brought to our notice that the above article, which was published in the 18 January 2014 edition of EPW, reproduced, without authorisation, large parts from a report titled "Himachal Pradesh: Culture, Economy and Governance". The report had been prepared in early 2013 by Surinder Jodhka for an international organisation. The paper reproduces in identical form substantial parts of Section 4 of the above report. The paper has therefore been removed from the web site. EPW apologises for having published the paper in the print edition.
