We have gone through motions of annual plans, but the amount of: each annual plan was practically frozen, at the level reached in the last year of the Third Plan. All available evidence indicates that the rate of saving in relation to national income has been allowed to slip back. The annual plans have been geared to completion of continuing schemes, have lacked any focus on development policy and have not provided any new initiatives for a development strategy.
