Long term full time consultancy on annual renewable basis for approx. 2 years


The UK Government’s Department for International Development (DFID), in an effort to support the initiatives of the Government of India in building climate resilience, is implementing a five-year (2014-2019) Climate Change Innovation Programme (CCIP) in partnership with the Ministry of Environment Forests and Climate Change (MoEF&CC). The purpose of the Programme is to provide technical assistance in capacity building for Central Government and State and other Local Governments to address climate change issues and to integrate climate change and development imperatives in policy, plans and programmes in various sectors. The CCIP Programme supports implementation of the State Action Plan on Climate Change (SAPCC) in six States; Assam, Bihar, Odisha, Chhattisgarh, Maharashtra and Kerala.

DFID has engaged Oxford Policy Management Limited (OPML) as the Management Agency (MA) responsible for ensuring the implementation of activities under CCIP. A Programme Coordination Unit (PCU) has been set up within MoEFCC, GoI to support MoEFCC to guide, advice and coordinate the efficient roll out of the CCIP to its envisaged optimal benefit. The PCU comprises of a coordinator and two Programme Assistants.

The job advertisement is for selection of the Project Coordinator and one Programme Assistant.

Position I: Programme Coordinator

Job Responsibilities

A. Support Climate Change Innovation Programme (CCIP) project activities

  • Facilitate coordination between MoEF&CC and DFID for effective implementation of the programme.
  • Co-ordinate monthly project update meetings and channel advice from MoEF&CC to Oxford Policy Management for CCIP management in the six states.
  • Co-ordinate the communication from Director (CC), MoEF&CC and other relevant officials to the six states where CCIP is operational and channel information and update on a regular basis.
  • Tabulate, collate and update SAP activities from CCIP/OPML and States and submit to the Director and other officials in the Climate Change division of MoEF&CC.

B. Provide inputs for climate change and environmental issues

  • Provide technical support to MoEF&CC on national level climate policies and programmes such as NAPCC, CCAP and NDC which will also significantly contribute to state level climate actions.
  • Support MoEF&CC on management of National Adaptation Fund on Climate Change and accessing Green Climate Fund especially in assisting review of proposals and coordination with state and NIEs e.g. NABARD.

C. Provide support to MoEFCC on any other Indian government’s climate policy priorities as directed by the Director/Dy. Director CC or the Joint Secretary (CC).

  • Preparing analytical reports and briefs for meetings and facilitating organization of meetings.
  • Organize meeting, workshops, training and capacity building activities
  • Provide research assistance and database management of multiple datasets
  • Contribute to Other activities as needed, in addition to work assigned

The Programme Coordinator will report to and assist the officials of Climate Change Division, MoEFCC.

Position II: Programme Assistant

Job responsibilities

  • Assist in drafting letters, notes, processing files using e-office and handling other official documentation
  • Prepare sanction Orders for release of funds
  • Support inter-ministerial activities and help in coordinating with different Dept. and Stakeholders
  • Assist in organizing meetings and preparing the meeting agenda and minutes of meeting
  • Assist in organizing workshops, seminars and capacity building activities • Documentation and maintaining records
  • Other administrative functions

The Programme Coordinator will report to and assist the officials of Climate Change Division, MoEFCC.

Position Relevant Qualification Experience
Programme Coordinator

A post graduate degree in natural resource management, environmental sciences, engineering, economics or related discipline; Excellent knowledge of climate change, environment and development issues particularly related to United Nations Framework Convention on Climate Change.

  • Experience of working with leading International Organizations, Government or NGOs shall be advantage.
  • Should have excellent communication skills in English both oral and written.
  • Should be versed with office tools in preparation of reports and presentation.
  • Should be proactive and be able to work under tight schedule.


  • Good knowledge of policies and initiatives related to the transport sector, civil aviation and maritime shipping
Minimum 3 years of experience in the field of climate change. Experience working with Government, multi-lateral and bi-lateral agencies. Policy experience, familiarity with the aviation industry, and an understanding of economic analysis are desirable. Experience in preparation of Technical reports.
Programme Assistant Bachelor’s Degree (preference to graduate in commerce/business administration). Excellent documentation skills, Computer proficiency and data management. Minimum 2 years of working experience in areas of basic administrative and financial procedures with government /corporate /NGO / reputed institutions. Experience of working with Ministries/Govt Departments is desirable


Management Arrangements:

The Programme Coordinator and Programme Assistant to be recruited under this programme shall be based at the Programme Coordination Office in Climate Change division, MoEF&CC, New Delhi.

Salary: The programme coordinator and Programme Assistant will be paid a competitive market rate as salary, depending on the candidate’s skills, experience and salary history.
